Appendix V is the statement of the Immigration Rules for the Visitor route, made under section 3(2) of the Immigration Act 1971. It is the text that requires a visa national to obtain entry clearance as a Visitor before arrival, requires an ETA where Appendix Electronic Travel Authorisation so provides, and grants the Standard Visitor stay of up to six months. The visa-national and ETA lists specify who those requirements reach; they do not themselves create the Visitor route.
ETANL 1.1 is the nationality list that Appendix Electronic Travel Authorisation ETA 1.2 keys the ETA requirement to; every issuer on this row appears in that list, and the commencement dates in (a)–(d) have all passed.
