The Immigration (Visa) Regulations, 2014 (S.I. No. 54 of 2014, made under section 60 of the Immigration Act) impose the visa requirement on non-citizens and create the Schedule 1 nationality exemption; it is the instrument that creates the obligation, not a description of it.
Regulation 3 states the default: no travel document is valid for entering Botswana unless it carries a visa issued under the Regulations; regulation 5 creates the only nationality-based exemption, for Schedule 1 countries. The issuers in this row are not on Schedule 1 as amended (Cameroon was deleted by S.I. 132 of 2014), so the default visa requirement applies. The same regulations are in force as re-enacted by S.I. No. 54 of 2014.
