- In case of UAE nationals, VoA will be available only to those who had earlier obtained e-Visa or regular sticker/paper Visa of India.
- VoA is not available to the Citizens of Japan, Republic of Korea and UAE if the foreigner or either of his/her parents or grandparents (paternal/maternal) were born in, or were permanent residents of Pakistan.
- VoA facility is not available to holders of Diplomatic/Official Passports.

Visa-on-Arrival facility is available for the nationals of Japan, Republic of Korea and United Arab Emirates (UAE); who intends to visit India for a period not exceeding 60 days for Business, Tourism, Conference and Medical purposes … In case of UAE nationals, VoA will be available only to those who had earlier obtained e-Visa or regular sticker/paper Visa of India. … Visa-on-Arrival shall be valid up to 60 days with double-entry facility.

Section 3(1) of the Immigration and Foreigners Act, 2025 imposes the requirement of a valid passport and visa for every foreigner entering or present in India; every row in this output is either a mechanism for satisfying that requirement (e-visa, regular visa) or an exemption from it made under section 33 of the Act (the visa-free entries and the visa-on-arrival facility).
The Bureau of Immigration names United Arab Emirates among the nationals eligible for the 60-day visa-on-arrival, but conditions it for UAE nationals on having earlier obtained an Indian e-Visa or regular visa, so the VoA is available only to UAE holders who meet that condition.
