The Ministry of Foreign Affairs and International Cooperation, MoFAIC, has announced the signing of a mutual entry visa exemption agreement between the UAE and Equatorial Guinea, which come into force from its signing on 28th July 2019. … The agreement also stipulates that holders of diplomatic passports may enter the country visa-free and stay up to 90 days, but holders of ordinary passports must acquire a visa upon entry after paying the appropriate fees.

Ley Orgánica Nº 3/2.010 is the organic aliens statute of Equatorial Guinea. Article 20.2 imposes the requirement that a visa is always needed to enter unless an international convention Equatorial Guinea has signed provides otherwise — this is the clause that CREATES the obligation, rather than a description of it.
The UAE foreign ministry's official announcement of the mutual entry agreement states its terms: ordinary UAE passport holders must acquire a visa upon entry (visa on arrival) and may stay up to 90 days, so no advance authorisation is required for an ordinary UAE passport.
