Act 573 s.4(1) requires every person other than a citizen of Ghana entering Ghana to hold a valid visa unless exempted, and L.I. 1691 Reg 3(1)-(2) and Reg 21 define the exempted classes (ECOWAS nationals and citizens of countries with reciprocal visa-exemption agreements); the GIS Legal Handbook reproduces both instruments verbatim, so it is the document that creates the obligation rather than a description of it.
The note on the UAE row of the MFA list states that UAE Citizens get a visa on arrival upon payment of the visa fee, with the row's 90-day maximum duration, so an Emirati passport enters on arrival rather than visa-free.
