Loi n° 29-2017 (amending Loi n° 23-96 of 6 June 1996) is the statute that creates the entry obligation: Article 15 requires a foreigner who is not a national of a country with particular immigration agreements with Congo to present a passport bearing a valid visa in order to enter. The CEMAC act, the embassy statements, the Congo–Rwanda accord and the UAE page describe exemptions within that legal frame; they do not create the general requirement.

The UAE Ministry of Foreign Affairs' travel-requirements page for the Republic of the Congo, last modified 21-08-2026, lists under 'Visa exemption information' the facility for an Emirati Normal (ordinary) passport as 'Visa On Arrival' — the current entry facility for the ordinary UAE passport, so no advance authorisation is required.
