1. Starting 1st September 2021, K-ETA is required for foreigners entering Korea from visa waiver countries and visa-free countries. Foreigners without either a K-ETA or a valid Visa will not be permitted to board a plane to Korea.

The MOFA inbound table is the responsible ministry's consolidated statement of the visa-free entry regime for Korea: its '[외국인용]' section enumerates the countries/regions whose ordinary-passport holders may enter Korea without a visa, with each entry's stay and legal ground (협정/상호주의/일방적 면제). The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.
This passage from the ROK Embassy in Israel states the class rule: nationals of visa-waiver and visa-free countries must hold K-ETA before boarding for Korea.
