Law No. 76 of 2017 is the primary statute that creates the obligation: article 3 makes a valid entry visa a condition of entering Iraq for every foreigner, and articles 5-7 vest the issue of entry visas in the General Residence Directorate. The e-visa requirement and the visa-on-arrival arrangements are subordinate decisions made under this law.
Article 3 of the Foreigner Residence Law No. 76 of 2017 makes a valid entry visa a condition of entry for every foreigner entering the Republic of Iraq; the issuers in this row are not named in any exemption or visa-on-arrival grant in the instruments held, so the general requirement governs them.
