The Law on Foreigners creates the obligation: Article 11(1)(б) requires a foreigner to hold a valid visa when the visa-regime act so provides, and Article 199(6) directs the Government to adopt the уредба listing states whose nationals must hold a visa and those exempt. It is the statute, not a description of it.
The MFA's entry-information page states that third-country nationals with temporary residence in an EU or Schengen state may stay up to 15 days per entry without a visa.
