Закон України «Про правовий статус іноземців та осіб без громадянства» creates the obligation: foreigners and stateless persons enter Ukraine with a passport and a visa unless legislation or an international treaty provides otherwise (стаття 9). The visa-free grants are exceptions to this default.
The MFA list marks each of these states as 'візовий' — a visa is required and no e-visa is offered, so the consular route applies.
